Please find my submissions to Wandsworth Council consultations on proposals to the Ashburton Estate below.
Address: Land at Whitnell Way Ashburton Chartfield Estate SW15 6DG
Proposal: Full planning permission for the demolition of existing structures (including garages, pramsheds, an existing substation and refuse store), site preparation works and the construction of 3 No. buildings (4/5 storeys in height) to provide 32 residential homes (Use Class C3), along with community use floorspace (Use Class F2) at ground floor of
block facing Chartfield Avenue, vehicular access alterations, cycle and vehicle parking, alterations and enlargement/upgrade of childrens playground and associated landscaping, including works to trees.
Comment: I have been actively involved and listening to the consultation at every stage and have submitted more fully previously. This is a summary of points from the feedback I have received.
I welcome Wandsworth Council’s efforts to support the delivery of more homes for local people and I know many families who want to live in these new flats. So many local people are in need of new housing to enable them to stay in our community and to reduce over-crowding.
I have also been working on getting mobile phone access for the estate and reopening the Tildesley Road shops, but progress on these by the Council must be prioritised alongside any development, as well as better repairs and improved community spaces.
Plans for the Ashburton Estate South and Ashburton Chartfield (Whtinell Way) started under the previous Conservative Administration and have been revised under the current Labour administration to be homes for social rent. As a result of the the recent rounds of consultation, the amount of flats has been reduced because buildings have been reduced in scale, issues of storage provision have been addressed, one block has been moved and I welcome the improvements in playground space for children of different ages, the addition of community garden provision and the protection of green spaces.
Local housing for local people: Several residents have told me that they hope to move into the new housing. This will free up larger existing flats for other families to move into, or provide a first home for people, or enable a family to move from an over-crowded house. The council’s local offer is welcome and must ensure that local people have priority for the new homes so that this enables local people to stay in our community.
Scale and height: Many residents remain concerned over the scale and height of the buildings, more specifically some have told me that the Hayward Gardens East and Innes Gardens East buildings would enclose the green space in the surrounding area and have a detrimental effect on the whole of each ‘square’ which would not be desirable.
Parking: Some changes have been made during the consultation but this remains a very big concern. The estate doesn’t have enough parking spaces already and the development will reduce the spaces whilst increasing the demand. The buses remain unreliable in the area so cars are more important for residents on this estate than most other Wandsworth estates.
Residents of the new flats will be able to park on areas of the estate given the parking rules. I urge the council to re-provide the same number of parking spaces and more provision of shared cars and do more to anticipate the increased demand for parking spaces during the works and then when new residents move in.
Workspace during construction: Many residents have understandably raised concerns about the noise during construction as many work from home.There needs to be a working space provision nearby, for example a deal with local workspace providers or bespoke space in Tildesley Road shops.
Community space: I welcome the new provision of a community space as this is lacking on the estate. This will also need to have resources to run it for the benefit of everyone.
Emergency services: The roads are narrow and there are dead ends on the estate which will make moving about during construction difficult and dangerous. Many residents have reported issues about emergency service access to parts of the estate during previous building works. There needs to be a considerable traffic plan in place and consideration to different new temporary routes through and out of the estate during the works to ensure emergency service access throughout.
Loss of storage and sheds, safe cycle parking and heritage trees: I know this has been a consideration and want to underline the importance of providing alternative storage, increased safe cycle storage and positioning of blocks to save the heritage trees
